【摘要】:ThefocusofthisTechnicalReportisclinicaldatabasesorothercomputationalservices,hereafterreferredtoasaclinicaldatawarehouse(CDW),whichmaintainoraccessclinicaldataforsecondaryusepurposes.Thegoalistodefineprinciplesandpracticesinthecreation,use,maintenanceandprotectionofaCDW,includingmeetingethicalanddataprotectionrequirementsandrecommendationsforpoliciesforinformationgovernanceandsecurity.AdistinctionismadebetweenaCDWandanoperationaldatarepositorypartofahealthinformationsystem:thelattermayhavesomefunctionalitiesforsecondaryuseofdata,includingfurnishingstatisticsforregularreporting,butwithouttheoverallanalyticalcapacityofaCDW.ThisTechnicalReportcomplementsandreferencesstandardsforelectronichealthrecords(EHR),suchasISO/TS18308,andcontemporarysecuritystandardsindevelopment.ThisTechnicalReportaddressesthesecondaryuseofEHRandotherhealth-relatedandorganizationaldatafromanalyticalandpopulationperspectives,includingqualityassurance,epidemiologyanddatamining.Suchdata,inphysicalorlogicalformat,haveincreasinguseforhealthservices,publichealthandtechnologyevaluation,knowledgediscoveryandeducation.ThisTechnicalReportdescribestheprinciplesandpracticesforaCDW,inparticularitscreationanduse,securityconsiderations,andmethodologicalandtechnologicalaspectsthatarerelevanttotheeffectivenessofaclinicaldatawarehouse.SecurityissuesareextendedwithrespecttotheEHRinapopulation-basedapplication,affectingthecarerecipient,thecaregiver,theresponsibleorganizationsandthirdpartieswhohavedefinedaccess.ThisTechnicalReportisnotintendedtobeprescriptiveeitherfromamethodologicaloratechnologicalperspective,butrathertoprovideacoherent,inclusivedescriptionofprinciplesandpracticesthatcouldfacilitatetheformulationofCDWpoliciesandgovernancepracticeslocallyornationally.
